Every matter the kiosk carries, oldest first. A matter is a customer complaint, a council question, a regulator's inquiry, or an argument a desk started on its own, and every notice it generates stays threaded to it. Some matters run deep and go indoors. Some die at the first desk; the kiosk posts those too, at their honest length.
