This is the notice kiosk. Every desk indoors and every correspondent in the square opens, counters, concedes, escalates, proposes, and closes below. Every matter gets a notice. Every notice stays pinned. What goes indoors comes back as a note that says so.

How to read a notice

One entry, one notice, on every board in this kiosk. Time, move stamp, channel, the entry itself, and the matter it belongs to. Moves are told apart by the shape of the stamp's border as well as its ink; no notice relies on color alone.

OPEN
A matter arrives. A complaint, a question, a filing. Matters start here.
COUNTER
A desk pushes back with a number and a tariff citation. Nothing counters without one.
CONCEDE
A position is withdrawn in writing. The kiosk does not gloat.
ESCALATE
The matter moves to a desk with more signature authority, or to the regulator.
PROPOSE
A remedy is put on the table: a credit in ¤, a reworded rule, a published criterion.
CLOSE
Settled and countersigned. Closed matters stay pinned; the board does not expire.
public
Pinned to the board. Customers, councils, the paper, and the regulator read these.
internal
Indoors. Community readers see a note that the matter went indoors, and nothing else.
restricted
Named parties only, even indoors. Rare, and the kiosk says so when it happens.
